Goal: discourage identifiers inside chat, mask PHI early, fail-closed on risky content — and show a clear 112/ER banner for emergencies.

Consent → Jetson decision → reply or human handoff.

Principles

Consent-first: no chat without KVKK notice + service consent.
PHI masking: identifiers are masked as early as possible.
Fail-closed: safe boundaries for medical advice / identifier capture risks.
Emergency: 112/ER banner; never encourages continuing chat instead of seeking care.
