Principles
- Consent-first: no chat without KVKK notice + service consent.
- PHI masking: identifiers are masked as early as possible.
- Fail-closed: safe boundaries for medical advice / identifier capture risks.
- Emergency: 112/ER banner; never encourages continuing chat instead of seeking care.
